The Ministry of Commerce of China, with the approval of the National Mechanism for Coordinating Responses to Foreign Sanctions, announced a series of commercial countermeasures directed at the United States in response to recent unilateral restrictions and sanctions imposed by Washington. This measure, effective immediately, represents a strengthening of China’s stance against what it perceives as violations of its sovereignty and national security interests.

Reasons and Context

According to the official statement, China’s actions are a reaction to the «negative measures» taken by the U.S. Federal Communications Commission (FCC) and the Department of Homeland Security (DHS). The Chinese government asserts that since the bilateral meeting in Busan, the FCC has disregarded repeated protests from Beijing and requests from various industries, excessively generalizing the concept of national security to impose restrictions in key sectors such as telecommunications, testing laboratories, drones, home routers, and underwater fiber optic cables.

The final trigger occurred on July 31, when, despite a videoconference between trade authorities from both countries the day before, the U.S. added over 40 Chinese entities to the so-called «Entity List for the Prevention of Forced Labor under the Uyghur Act.» China labels this inclusion as a serious violation of the consensus reached between the two heads of state and a direct harm to the country’s legitimate rights and interests.

Five Retaliatory Measures Implemented

In response to this escalation, the Ministry of Commerce has established a package of countermeasures addressing various technological and commercial fronts:

1. Drone Export Controls: Export controls to the U.S. on drones and their key components and technologies will be tightened.
2. Suspension of Factory Inspections: Follow-up inspections at factories conducted by certification bodies designated by China will be suspended if performed by U.S. certifiers.
3. Retaliation List for Testing Companies: U.S. compliance testing firms will be added to China’s list of retaliatory measures.
4. National Security Investigation: A formal national security investigation into imported office printing and copying equipment will commence (previously announced but now included in the broader punitive package).
5. Inclusion of Six Entities on the Blacklist: Organizations and individuals within China are prohibited from engaging in transactions, cooperation, or other activities with the six specified U.S. entities.

Sanctioned Entities and Complete Ban on Operations

The list of countermeasures, published as an annex to Order No. 2 of 2026 by the Ministry of Commerce, includes the following organizations, accused of aiding and supporting the illegal U.S. sanctions against the Xinjiang region:

• Applied DNA Sciences, Inc..
• Stratum Reservoir, LLC..
• Altana Technologies, Inc..
• Responsible Business Alliance (RBA).
• Verite Group, Inc..
• Human Rights in China (HRIC).

This measure is based on articles 3, 4, 6, 9, 10, and 15 of the Anti-Foreign Sanctions Law of the People’s Republic of China, and articles 3, 5, 8, and 10 of its regulatory provisions. With this action, China freezes any commercial and cooperative ties with these firms within its jurisdiction.

Warning and Call for Moderation

Despite the severity of the measures, the spokesman for the Ministry of Commerce emphasized that China’s countermeasures have been, overall, moderate, and that the country greatly values the stability of bilateral economic and trade relations. «We hope that the United States can reach an agreement with China,» stated the release, demanding Washington to immediately withdraw the relevant measures and cease its misguided practices.

The note concludes with a clear warning: «If the United States insists on introducing new restrictive measures against China, China will take additional countermeasures.» Beijing advocates for returning to a path of friendly consultation and cooperation to resolve differences and maintain a constructive and strategically stable relationship between the two powers.
