A report based on official data from Colombia’s E-14 forms, released on Tuesday, July 7, revealed voting anomalies abroad that President Gustavo Petro alleged following the recent elections between Iván Cepeda and Abelardo De la Espriella.
According to the analysis, overseas voting was pivotal, with 614,110 votes cast in the second round. The difference of 177,843 votes in favor of De la Espriella from abroad accounts for nearly 30% of the total national margin.
The report also highlighted the issue of 100% homogeneous voting tables, classified as «statistically improbable»: there were 138 homogeneous tables across both rounds, with 71% favoring De la Espriella, predominantly in Venezuela (Caracas) and the U.S.
Another alarming statistic showed that out of 1,499 tables with more than 300 votes, 79% were won by De la Espriella, with 48% of those tables located in the U.S., especially in Miami consulates (Weston, West Palm Beach, Coral Springs). These figures exceed typical logistical capacities for overseas voting stations, as noted by the Pacto Histórico in an informational release.
There was also concern over five polling places in the U.S. showing participation rates exceeding 100% of registered voters: Miami–West Palm Beach (109.6%), Atlanta–Charlotte (110.7%), Houston–Dallas (103.5%), Newark–Dover (113.3%), and San Francisco–Denver (125.4%).
«Mathematically impossible without manipulation of the census or vote inflation,» stated members of the political coalition.
Finally, it was reported that the gap between the two candidates «grew unexpectedly: increasing from 153,054 to 177,843 votes in favor of De la Espriella, despite endorsements from Alianza Verde, Claudia López, and Sergio Fajardo for Cepeda,» an increase largely attributed to votes from the United States.
For comparison, results from Spain indicated that while Cepeda won with 50.56% (+1,503 votes), in the U.S., De la Espriella achieved 80.5% against Cepeda’s 18.4% (+138,699 votes), showcasing a historic 62-point difference between two migrant communities.
The case of Miami was also noted, where there was an «inexplicable collapse of progressive voting: support for Iván Cepeda plummeted from 32,422 votes to 3,086, a 90.5% drop in three weeks. Such a decline is not natural mobilization: it suggests document alteration,» emphasized the Pacto Histórico.
In conclusion, the leftist party reminded that «there are documented complaints» regarding «open support from Trump, contributions from Dan Newlin (USD 1.9 million in Google ads), algorithmic manipulation attributed to BlackCube from Los Angeles, and the use of AI and bots for misinformation.»
«These data form bases for claims under Article 192 of the Electoral Code and potential grounds for annulment under Article 275 CPACA. The National Electoral Council has a legal obligation to respond,» asserted the Pacto Histórico. Review the full report here.
