A gathering is scheduled for 7 PM this Thursday, June 25, in Plaza de Armas, Santiago, to demand an end to government-initiated seizures, with assemblies also emerging in other regions of the country.

On Monday, June 22, the second assembly of the Movement of CAE Debtors took place in Santiago, where attendees reaffirmed plans to gather this Thursday, June 25, at 7 PM in Plaza de Armas, Santiago.

Members of the debtors’ movement claim that the seizures conducted by the National Treasury are illegal, as they utilize powers granted under the Tax Code that apply to tax debts, while the CAE is a civil loan with a bank.

In recent days, the assembly’s efforts have focused on forming various work committees to address needs related to legal issues, psychological support, data analysis, and communication based on the resources available to the debtors themselves.

National Treasury Presentation in Congress

On June 17, the Treasury presented data on CAE collections to the Finance Commission of the Chamber of Deputies:

Between January and May 2026, the Treasury collected a total of 59,225 million pesos, distributed as follows: 30,818 million via new payment agreements, including initial payments and installments; 20,208 million via tax refund offsets; and 4,207 million via bank seizures from 1,535 individuals.

Distribution of collections: Agreements make up 52%; tax offsets account for 34%, and bank seizures represent only 7% of the total (the presentation did not disclose what the remaining 7% pertains to).

First group: To date, the seizures have primarily targeted 1,535 individuals with salaries exceeding 5 million pesos (0.3% of the 565,263 defaulting debtors), according to data from the same TGR (income data corresponds to the 2025 tax year).

Second group: The next group includes 90,933 debtors already served with summons for seizure, earning between 1.5 and 5 million pesos (16% of the total defaulting debtors).

Third group: A potential third wave of seizures may involve 470,795 individuals with debts under 1.5 million pesos, representing 83% of total defaulting debtors, who were notified in April and May to sign agreements under threat, without yet being formally summoned according to TGR reports.

The movement asserts that this government seizure plan aims primarily to instill discipline and encourage agreements through fear, particularly targeting those earning less than 1.5 million pesos, who have less assets available for seizure but a lifelong salary.
