Deputy Luis Cuello (PC) has announced plans to formally request information from the Ministry of Hacienda regarding measures being implemented to pursue and collect owed taxes from high-income taxpayers who hold investments, income, or assets abroad.
This action comes amid controversy surrounding the Treasury General of the Republic’s efforts to collect debts from CAE (Higher Education Credit) defaulters and the ongoing Senate deliberation over the government’s tax reform, which includes a special regularization scheme for individuals with undeclared assets outside the country.
Cuello explained that the transitional article three of the proposed initiative introduces an extraordinary and voluntary mechanism for residents in Chile with foreign investments, income, or properties to regularize these assets through a special tax, which is lower than what would apply under the general regime.
In this context, the deputy criticized the disparate treatment between these cases, stating: «It is clear from what President Kast and Minister Quiroz mentioned yesterday that they are on a campaign to collect from CAE debtors to allow for a tax reduction for the wealthy.
The government’s tax reform bill includes a provision granting amnesty to individuals currently evading taxes through investments or ownership of real estate abroad. Therefore, we will demand the Ministry of Hacienda to clarify which actions are being taken to collect taxes from these high-level evaders, and we will insist that administrative collections be applied to the bank accounts of these individuals who possess investments, stocks, and real estate abroad.»
Finally, Cuello stated: «I believe the government is clearly engaging in persecution against lower-income individuals to generate revenue that favors the wealthy. This is an unacceptable appropriation.»
The deputy emphasized that the Ministry of Hacienda must clarify the criteria being used in tax collection and enforcement, especially in light of the growing debate regarding measures taken against CAE debtors and the legislation for regularization benefits for taxpayers with overseas assets.
