An alleged breach of total house arrest by former Supreme Court minister Angela Vivanco, accused of being part of a corruption network linked to the so-called Muñeca Bielorrusa case, was revealed following a check conducted by Carabineros at her residence, according to a report from the Providencia Sur Substation.

The police procedure began when officers arrived at the building located on Los Leones Avenue in the Providencia district, which Vivanco—charged with three counts of bribery and one count of money laundering—had registered with the courts as her confinement address. According to the report, Carabineros rang the «intercom multiple times,» but no one answered the call.

In light of the silence from within, the police unit carried out a verification operation that included four phone calls to the former magistrate’s mobile phone. The official document indicates that the officers used a sound device in an attempt to make contact, but this measure also elicited no response from the apartment.

Total house arrest requires the defendant to remain at home 24 hours a day, without the possibility of leaving even for health or work reasons, unless granted express judicial permission. Carabineros forwarded all findings to the 7th Guarantee Court of Santiago, leaving it to the court to decide whether there was indeed a breach of the preventive measure.

The report, dated July 5 and signed by Lieutenant Francisco Cabezas Andrade, the subcommissioner of the unit, meticulously details the sequence of actions and the lack of response from the former minister, as noted by Bio Bío Chile.

The investigation into the «Bielorrusa network» alleges that the former magistrate may have acted improperly in both the processing of certain judicial cases and in the management related to appointments within the Judiciary.

Since June 12, the former member of the highest court has been under total house arrest. This measure was implemented after the Santiago Court of Appeals unanimously accepted a petition from her defense, revoking the preventive imprisonment she had been facing since late January. As a result of this ruling, Vivanco was able to leave the San Joaquín Women’s Penitentiary after spending 133 days deprived of liberty. The new precaution replaces incarceration with confinement at home and imposes national anchoring and a prohibition on communicating with other defendants and their legal representatives.

The investigation suggests that the former magistrate may have acted improperly in the processing of specific judicial cases and related to the management of appointments within the Judiciary. Although she initially faced preventive detention during the proceedings, this was later substituted with total house arrest.
