The investigative team at Canal 13 has reported just ahead of us and publicly disclosed the allegations against Camila Flores, which El Ciudadano was also investigating concurrently. The allegations reveal purportedly agreed salaries and agreements involving public funds. Potential payments to workers with «flexible» arrangements that would later return to the senator for personal expenses, defined as: The Flores Quota.

Shortly after being elected as a senator for the Valparaíso Region with more than 87,000 votes (7.5% of the total), Deputy Camila Flores (National Renewal) made national headlines not for her legislative proposals or political initiatives, but due to a personal matter.
Her husband, former regional councilor for Valparaíso, Percy Marín (also RN), accused her on social media of “mistreatment, humiliation, and abuse of power” following the end of their marriage. He alleged that the newly elected senator expelled him from their home early one morning and did not allow him to see their daughter for over 40 days.
The news circulated through nearly all national media outlets, including those focused on celebrity gossip, which published photos and videos of the separated couple dancing and celebrating Donald Trump’s victory in the U.S., among other records. According to Marín, the marital breakdown occurred when he was not elected as a deputy, a position he contested for District 6. «Understand that I am now a senator,» she allegedly told him to justify her departure from their shared marital life.
During the same period, an anonymous tip was received by El Ciudadano, revealing a series of «highly complex» details involving the RN deputy and some members of her congressional team.
According to the received complaint, referred to as the “Flores Quota”, this situation «has adversely affected workers in Congress for a long time and, due to its characteristics, could fit several criminal types, as it constitutes a true modus operandi by Deputy Camila Flores to defraud the State.»
In summary, it would be a mechanism to extract resources from parliamentary allocations, allegedly devised by the deputy herself in the second year of her first term in the Chamber (2018-2022).
«To achieve this, she made several personnel hires where, for example: Mr. X is hired for a sum of $2,640,939, of which $1,800,000 were supposed to be handed over in cash to the deputy for her personal use,» according to the complaint. This money was reportedly collected by one of her staff members, who even «pressures others with WhatsApp messages as the collection date approaches,» the complaint adds.
«Since the ATM does not dispense such amounts, the worker must monthly make withdrawals at the counter. This has been happening for over 7 years,» asserted the anonymous whistleblower, who appeared to have an intimate knowledge of the inner workings of Deputy Flores’ professional life and her team: the names of the involved officials, the amount of their salaries, and even where the deputy kept the cash, which she sometimes used «to pay her nannies.»
Ultimately, the complaint indicated that at least one of the involved officials was willing to speak on the matter, as they were «tired of participating.»
We immediately began to investigate. The first step was to verify that the officials mentioned in the complaint actually worked for Deputy Flores, which we confirmed by reviewing the Transparency Portal of the Chamber. This part of the information turned out to be true, including the amount of their respective salaries.
Next, we reached out to the official who was reportedly willing to provide testimony. We texted the number we were given, but their response was blunt: «I have no issue with my payment (…) I don’t know what they are referring to,» expressing surprise at the allegations.
When consulted about this situation, the anonymous informant lamented their inability to provide more information at the moment that could corroborate the veracity of their complaint.
During the same days, the national media Fast Check reported another anonymous accusation involving Camila Flores.
This time, it involved a document submitted to the General Comptroller’s Office accusing the senator-elect’s mother, Verónica Oporto González, of using false medical leave to be absent from her job at Gendarmería de Chile.
According to the cited outlet, the Comptroller sent an official request for information to Gendarmería regarding this case, detailing that the woman had used these fraudulent licenses to go to Futrono, where she owns a property.
This last piece of information links to another report previously disclosed by the media Contrapoder, regarding an official communication sent by Camila Flores, in her role as a congresswoman, inquiring about the processing of a property owned by her mother in the Los Ríos Region.
«According to the official Chamber of Deputies page, Camila Flores issued a monitoring request on August 28, 2025, asking Jorge Pacheco, the regional secretary of the Ministry of National Assets of Los Ríos, for information concerning the processing of a property managed by Verónica Oporto González in the Conservador de Bienes Raíces of the region,» reads the publication from Contrapoder.
This indicates that «the parliamentarian used her position to manage a family-related process,» the report adds.
The emergence of these allegations, two of which are anonymous, coincided with the news of the marital breakdown of Camila Flores and Percy Marín that appeared in the media, with the details already outlined at the beginning of this report.
However, this is not the first time the now ex-couple has been linked to irregularities. In 2019, a Comptroller report concluded that between January 1, 2017, and June 30, 2018, the then regional councilor Percy Marín received more than 9 million pesos in allowances – covering meals, lodging, and fuel reimbursement – which he justified by providing false or uninhabited addresses.
For these actions, the Regional Tribunal of National Renewal in Valparaíso even suspended his party membership. Finally, the Comptroller confirmed that Marín returned this «ill-gotten» money in 2020.
Aside from this embarrassing episode, Percy Marín’s record as a regional councilor also includes an accusation for voting to allocate public funds – 36 million pesos – to an organization led by his sister, Cynthia Marín, who was later sentenced – in 2019 – to five years and one day in prison for fraud.
In this case, the now ex-sister-in-law of the elected senator Camila Flores was prosecuted after it was established that she advised two projects presented in 2012 to the Regional Government of Valparaíso, supposedly to conduct workshops against bullying, which never occurred. The defrauded amount reached 37 million pesos, and Cynthia Marín – former RN councilor for Limache and former chief of staff of the Valparaíso government during Piñera’s first term – served her sentence until July 2024.
In line with this, a review of the judicial file of this case conducted by the media Contrapoder revealed that Camila Flores was involved at one point on the board of the «Family Development Association,» which was used by Cynthia Marín to carry out the fraud for which she was convicted, but later ceased to participate to focus on her political duties.
As we closed this report, Canal 13 aired its investigation, indicating that the same anonymous informant who asserts the existence of the «Flores Quota» contacted multiple media outlets.
It seems the storm is far from calming around the now-senator Camila Flores.
