The spokesperson for Iran’s Ministry of Foreign Affairs, Esmail Baqai, stated in a televised interview on Saturday, May 23, 2026, reported by strong>HispanTV, that Iran and the United States are increasingly close to finalizing a 14-point memorandum of understanding to end the war.
Baqai emphasized the «significant» mediating role of Pakistan in discussions between the two nations in recent weeks, following the visit to Tehran by a delegation led by Pakistan’s Chief of Army Staff, General Asim Munir.
According to statements from the Iranian spokesperson reported by HispanTV, «we are in the final stage of this memorandum of understanding. The topics being discussed at this stage primarily focus on ending the war, halting U.S. naval aggression, which they themselves have termed a naval blockade, and issues related to the release of blocked Iranian assets». Baqai added that the purpose of the Pakistani delegation’s visit was to continue the exchange of messages between Tehran and Washington.
Baqai emphasized, according to HispanTV, that «at this stage, Iran is solely focused on ending the war imposed by the U.S. and Israel, based on the Islamic Republic’s 14-point proposal, which has seen various ups and downs». When asked whether both parties have moved closer to an agreement or drifted apart, the spokesperson acknowledged that Iran cannot be entirely certain that the U.S. approaches won’t change again, but admitted that after several weeks of dialogue, «the process seems to be advancing toward a convergence of views».
Baqai, who also serves as the spokesperson for the Iranian negotiating team, clarified that «getting closer» does not mean Iran and the U.S. are about to reach an agreement. Instead, he explained, it means that «based on certain parameters, both sides could achieve a mutually beneficial solution». He detailed the timeline: «Our focus has been to first draft a memorandum of understanding consisting of 14 articles […] Subsequently, within a reasonable period of 30 to 60 days, both sides would discuss the details of these issues and ultimately reach a final agreement».
In another part of his statement, HispanTV highlighted that Baqai asserted the Strait of Hormuz «has nothing to do with the U.S.», pointing out that Iran and Oman, as neighboring states, should define a management mechanism for it. When asked if the nuclear issue could be part of a potential agreement, the spokesperson was clear: «At this moment, we are not discussing the details of the nuclear issue».
He added that «in later stages, within 30 days, 60 days, or the timeline finally agreed upon, we can separately discuss the nuclear issue or other mutually agreed matters. But at this stage […] our attention is entirely focused on ending the war».
Baqai confirmed, according to HispanTV, that «Pakistan is officially the mediator in the strictest sense of the word», while Iran appreciates other parties that have tried to help, including Qatar, whose delegation visited Tehran «to facilitate certain articles of the memorandum of understanding».
Regarding sanctions, the spokesperson reiterated that they are «illegal and inhumane» and that «both the nuclear issue and the release of Iran’s frozen funds are included in the 14-point memorandum of understanding». He concluded that the regional countries, concerned about peace and security, «have sought to provide all possible assistance in this regard».
