Original article: Jadue critica reforma de seguridad de Kast: “Fortalece la coerción del Estado sin tocar las causas estructurales de la inseguridad”
Former Recoleta mayor Daniel Jadue (PC) criticized the security reform proposed by José Antonio Kast’s government, warning that it «strengthens state coercion without addressing the structural causes of insecurity.»
This reform introduces a new constitutional state of emergency called the public security exception, allowing the far-right president to declare a region under this regime with powers akin to those existing during foreign war settings, but without congressional approval for 240 days, which amounts to eight months.
In response to this measure, the sociologist and architect emphasized that the right aims «to only strengthen the coercive capacities of the state without addressing the structural conditions of society that make it insecure.»
«This is a shift, a trend we have been grappling with for 30 years, and it has completely failed and will continue to fail. Therefore, I think ideologically this is unacceptable for us, and socially it has already been proven to be a failure,» he stated in an interview with the program Sentido Común!, hosted by Javier Pineda Olcay, Director of El Ciudadano.
According to Jadue, with this reform, the Kast administration aims to transform the state of emergency into a permanent state and make it a «constitutional possibility.»
«But I want to remind you that this is what Gabriel Boric’s government did with the state of emergency. I believe that states of exception have ceased to be exceptions in progressive governments that have renounced their principles. That’s why I always say we should never forget that progressivism originates from two ideological operations: defeat and renunciation,» the former mayor asserted.
«The previous government turned the state of emergency into the norm, and therefore I believe that from that experience, which weakens the stance of supposed progressives, we have spent four years under a state of emergency. Thus, the state of emergency during Gabriel Boric’s government was not an exceptional state, but rather the norm.» he underscored.
In this context, Jadue indicated that the question the right will use to pressure some progressive lawmakers is: «Why, if you could have it, can’t we?»
He believes this situation undermines democracy but, from a Marxist perspective, shows that the right is «starting to be a little more honest than before.»

In a conversation with Sentido Común!, the sociologist recalled that for Marxists, the state has always been a tool of class domination.
«With the Executive, Legislative, and Judicial branches, every state ultimately acts as a dictatorship because it turns the interests of the ruling class into laws, effectively creating a societal ‘common sense.’ I believe the right is precisely doing that today. Democracy, as Peter Thiel and other neoreactionaries have stated, no longer serves the interests of accumulation since it tends to redistribute wealth; therefore, they must circumvent democracy and enhance the state’s role as an instrument of class domination,» he argued.
According to Jadue, insecurity arises not only from the lack of a strong and coercive state but also from a state that is «unable to ensure a dignified life, a state that does not provide the opportunity for education or personal development, where drug traffickers offer better wages than companies.»
«A state where law enforcement is deeply infiltrated by organized crime, and there is no intention to reform the police, but rather they are being granted more powers and freedom to continue their current operations. The reality is quite discouraging,» he pointed out.
