The proposed initiative by Kast’s government to establish a «registry of vandalism and incivilities» has come under significant scrutiny from experts during a session of the Citizen Security Commission in Congress, where specialists shared their insights with lawmakers regarding the initiative.

According to the Congressional bulletin, the proposed measure «creates a National Registry of Vandalism and Incivilities, managed by the Civil Registry, aimed at consolidating information concerning judicial resolutions related to specific crimes and offenses that severely impact social coexistence, public order, and the proper use of communal spaces.»

However, the announcement continues, during the hearings, the invited experts urged a reformation of the proposal, expressing concerns that it could have counterproductive outcomes.

«According to Daniel Johnson, executive director of the Peace Foundation, the text fails to address the root causes of the issue; it lacks measurable metrics for its objectives and doesn’t provide a projection of outcomes or collateral damage, considering it sets forth regressive sanctions built on the suppression of social benefits,» the Congressional bulletin states.

Additionally, Emilia García Cox, director of studies at Ideapaís, clarified that the project «will not improve mechanisms for capturing offenses; instead, it will only increase penalties,» thereby enforcing punishment without opportunities for reintegration, which, she warned, could exacerbate criminal behaviors.

Meanwhile, Mauricio Duce, a professor at the School of Government of the Pontifical Catholic University, argued that the project «is not the appropriate tool to tackle the problem, as it creates an additional penalty system to the one already in place.»
