The leak, published by The Nation and authored by journalists Peter Kornbluh and Ken Klippenstein, confirms the Cuban government’s allegations of a coordinated campaign to silence international debate regarding the devastating humanitarian consequences of the blockade, financial sanctions, and energy embargo against the island.
Dated July 1 and classified as «sensitive but unclassified,» the document instructs U.S. diplomatic missions to exert pressure on host countries to oppose the scheduled vote on July 7. Cuba formally requested this platform to address the effects of the aggression that Washington has maintained for over six decades. Rubio’s strategy seeks not only to block the debate but also to condition the interventions of those who participate.
According to The Nation, the cable categorizes different countries and assigns specific instructions to each. Firm U.S. allies are encouraged to deliver speeches condemning Cuba for its alleged «incompetence,» «corruption,» and «devotion to a discredited economic theory,» thus diverting attention from the responsibility of the U.S. in the crisis. For non-aligned nations, the directive is clear: refrain from making any statements. However, the most serious warning is directed at countries that have historically supported Cuba at the UN: Washington will be paying close attention to their interventions during the debate and discouraging any arguments that could create «friction» in bilateral relations.
This diplomatic pressure represents an unprecedented attempt to impose a global gag order. The United States not only maintains the blockade but now seeks to prevent the world from discussing it. The cable instructs ambassadors to argue that the annual resolution on the embargo already provides ample space for Cuba to disseminate its «propaganda,» deeming the requested debate a «waste of time and resources.» Yet, beneath this rhetoric lies a fear that the international community will once again overwhelmingly condemn a policy that has been rejected in 31 consecutive votes at the General Assembly.
While the cable claims that the United States «deeply cares about the Cuban people» and offers $100 million in humanitarian aid, the reality on the ground tells a very different story: oil blockade, sanctions against foreign companies operating on the island, threats to nations seeking to provide humanitarian support, and systematic obstacles to international cooperation.
Furthermore, the Cuban government has accepted the U.S. offer of aid over a month ago, but the delay in its delivery contradicts the claims made in the cable.
The international community is fully aware that the Trump administration is methodically pushing the island towards complete socioeconomic collapse as part of a coercive strategy to bring island leaders to heel and provoke a government change aligned with its interests.
In fact, the UN High Commissioner for Human Rights, Volker Türk, recently warned that such severe sanctions, aimed at entire sectors of an economy and with indiscriminate effects on the population, are incompatible with international law. «Children are dying because doctors lack access to medical supplies and essential medications. This is unacceptable,» he asserted.
The UN General Assembly has historically positioned itself against the blockade, condemning it overwhelmingly on 31 consecutive occasions. However, the leaked cable reveals that the United States now seeks to prevent even the discussion of the issue, knowing that the majority of the world rejects this illegal and extraterritorial policy. The Orwellian strategy of blaming Cuba for the humanitarian crisis while intensifying the economic war exposes Washington’s desperation in the face of growing international isolation.
The Cuban Foreign Minister, Bruno Rodríguez, summarized the situation accurately: «Cuba is not and cannot be a threat to U.S. national security, which is a military and nuclear power. Cuba is not a threat. But the blockade is. It is a crime against humanity that is happening right now.» The effects of the blockade impact food, medicines, fuel, hospitals, transportation, and the daily lives of millions of Cubans, creating a scenario of collective punishment that the international community cannot continue to ignore.
The leak of Rubio’s cable serves as irrefutable evidence that the United States not only maintains a policy of economic aggression but actively attempts to conceal it from global scrutiny. On July 7, the General Assembly will have the opportunity to decide whether to allow the debate to take place or yield to Washington’s pressures.
