Four million people in Chile are struggling with debt, with nearly a million families allocating over half of their incomes to pay off loans. In response, Deputy Daniel Manouchehri and Senator Daniella Cicardini are championing the Agenda to Protect Indebted Families, aiming to help families breathe easier, manage their commitments, clear their credit histories, and regain financial stability.

Next week, the legislators will introduce a Rescue Plan for Indebted Families. Cicardini will also propose amendments during the particular discussion of the significant tax reform, and they will urge the Senate to schedule the Chao Dicom and Chao Histórico projects for discussion.

According to the USS-Equifax Delinquency Report, as of the first quarter of 2026, 4,011,868 individuals held overdue debts in Chile, representing 25.2% of the adult population; of these, 73% had been in this situation for at least twelve months, with an average debt of $2.51 million.

The primary focus will be the Rescue Plan for Indebted Families, set to be introduced next week. This initiative seeks to establish a grace period for debt collection and allow for debt reorganization into a single protected monthly payment that does not exceed 30% of household income. «Chile is experiencing a silent crisis. Four million people are in debt, and nearly a million families spend more than half their income on repaying loans. We want them to manage their commitments, clear their credit histories, and get back on their feet,» stated Manouchehri.

Cicardini also announced plans to propose modifications during the particular discussion of the tax reform or Miscellaneous Law to include relief measures for indebted families. «It’s not enough to talk about growth when millions are burdened with interest and struggling to make ends meet. That’s why we’ll push this agenda in Congress. During the tax reform discussions, I will propose measures to relieve indebted families, as helping them regain their purchasing power is also a concrete way to reactivate the economy in our country,» she emphasized.

Both legislators will also request that the Senate prioritize the Chao Dicom and Chao Histórico bills, already passed by the Chamber of Deputies, to prevent debts from becoming a permanent financial curse without forgiving obligations. The agenda further includes a financial education project in schools, aimed at teaching students about saving, credit, interest rates, debt, contracts, and consumer rights.
