A full glass and an empty glass. This is the imagery used by Congressman Daniel Manouchehri and Senator Daniella Cicardini to illustrate, in under two minutes, the economic theory underpinning the tax reform proposed by José Antonio Kast’s government.
The video recreates a simple scene to convey the idea known as Trickle-Down Theory: cutting taxes for the wealthy with the promise that this wealth will eventually reach the broader population.
«When my glass is so full that it overflows, then the drops will come to you,» Cicardini says in the reenactment, while Manouchehri looks at his empty glass.
For both lawmakers, this logic precisely inspires the so-called Super Rich Law promoted by Minister Quiroz: benefits for large fortunes, capital owners, and economic groups, wrapped in a promise of growth that lacks solid evidence.
«The trickle-down theory has already been implemented. Reagan in the United States, Thatcher in the United Kingdom, Pinochet in Chile. The result was concentration, inequality, and precariousness for millions,» warn the socialist legislators.
In the Chilean context, the criticism targets the core of the economic model imposed during the dictatorship. Historical figures reveal that by 1987, nearly 45% of Chileans lived below the poverty line amid the implementation of the «neoliberal recipes» that the current government seeks to revive.
«They are selling us the same promise as always: filling the glass for the wealthy and asking the rest of Chile to be patient,» notes Manouchehri.
Cicardini concludes the video with the remark: «They tell us that this time it will work. But the drops never come.»
The piece ends with a shot of the empty glass. «And the drops?» «They never arrive.»
