Lawmakers Juan Santana (PS), César Valenzuela (PS), Ignacio Achurra (FA), Gael Yeomans (FA), Consuelo Veloso (FA), Luis Cuello (PC), and Irací Hassler (PC) have introduced a bill that establishes incompatibility between military retirement pensions and the salaries of high-ranking public officials.
In Chile, current laws allow members of the Armed Forces and Law Enforcement to access a special pension system (Capredena and Dipreca), which offers substantially greater benefits compared to the general system. This allows them to retire early—sometimes before the age of 40—and reintegrate into the public or private sectors.
As it stands, existing legislation does not prevent these individuals from simultaneously receiving their retirement pension while holding a government salary, thus creating a privileged situation compared to other workers and raising questions about the use of public resources.
Deputy Juan Santana elaborated, saying, «We are presenting this constitutional reform, among other reasons, because we find the government’s proposals incoherent in the current economic context. On one hand, the cost of living rises for the majority of Chileans, while taxes are reduced for the wealthiest segment of our society. If the government claims there is no money to address the crisis concerning fuel prices, it doesn’t add up.»
Additionally, Deputy Ignacio Achurra urged President Kast to prioritize this bill, stating, «We ask the President to expedite this project, to safeguard Chilean resources, because while he asks all Chileans to tighten their belts amid a fiscal constraint that translates to reduced funding for social rights, we see individuals who continue to receive their former military pension alongside their government salaries. This is unjust. It’s a privilege we call on to end today.»
Finally, Deputy Irací Hassler recalled that a pension «is intended for the end of one’s working life. We believe it is inappropriate for someone to also receive another salary funded by the State. We expect consistency from President Kast’s government, and that this project can therefore be processed and approved alongside the National Congress.»
