The reopening of the Strait of Hormuz, Iran’s oil commerce, and the lifting of sanctions imposed by the United States (U.S.) are the central themes of a 14-point draft memorandum of understanding between Tehran and Washington. This draft is reported to have been agreed upon by the parties this week but has yet to be signed.
According to a leak published by Mehr news agency, the document proposes a permanent and immediate cessation of hostilities on all fronts, including Lebanon. The United States would commit to not interfering in Iran’s internal affairs and to respecting its sovereignty, while also withdrawing its forces from the surrounding areas. Within 30 days, both parties would agree to a complete lifting of the naval blockade and the reopening of the Strait of Hormuz with Iranian participation, a vital step for restoring global energy flow, as this route accounts for 20% of the world’s oil trade.
The most sensitive issue for the Persian economy is the suspension of sanctions on oil sales, petrochemicals, and derivatives, along with full access to its financial resources. As part of the negotiations, Washington would need to release $24 billion in frozen funds, of which half would be available even before final negotiations begin. Simultaneously, the U.S. and its allies are required to present reconstruction plans for Iran valued at a minimum of $300 billion.
On nuclear matters, the draft establishes 60 days of negotiations to reach a definitive agreement that includes the total lifting of primary and secondary U.S. sanctions, as well as the resolutions from the UN Security Council and the IAEA. Iran would reiterate its commitment under the Nuclear Non-Proliferation Treaty to not develop nuclear weapons. During this period, the U.S. commits to not increasing its forces in the region or imposing new sanctions.
Two notable aspects are that the discussions on Iran’s missile program and support for resistance groups have been definitely removed from the agenda. The final agreement will be based exclusively on the fate of enriched uranium, the lifting of sanctions, and economic reconstruction. To gain international validity, it is expected to be approved through a Security Council resolution and a monitoring mechanism will be established for its implementation.
Although U.S. President Donald Trump declared on Thursday, «Today we ended the war with Iran,» the spokesperson for the Persian Foreign Ministry, Esmaeil Baghaei, clarified that significant sections of the potential agreement are nearing completion, despite contradictory positions and repeated acts of military aggression from Washington, according to RT.
The fine print of the draft and its eventual signing will determine whether a new chapter in the tense bilateral relationship truly opens, allowing for an end to the conflict.
