Roland Cárcamo, former campaign manager and trusted aide to Senator Miguel Ángel Calisto, has testified to the Prosecutor’s Office that a consulting firm he co-owns provided services to companies that never actually occurred. According to his claims, the intent was for the payments from these ghost services to finance the senator’s campaign, as revealed by Fast Check in an investigation published on July 4, 2026.
One of the companies mentioned by Cárcamo was Aqua Chile, the largest salmon producer in the country owned by the Vial Concha group. This company holds a significant presence in the region of Aysén, represented by Calisto, where it centers much of its production. When approached by Fast Check, the company confirmed its business relationship with Cárcamo’s consulting firm, stating that an advisory service was carried out in 2021 and that payments were made directly to the consulting firm. The Regional Prosecutor’s Office of Aysén has initiated a new investigation against Senator Calisto regarding his alleged involvement in paying bribes to the former regional prosecutor of Aysén, Carlos Palma Guerra, as reported by Diario El Divisadero. The current regional prosecutor, Hernán Libedinsky, indicated, «As mentioned during a public hearing held last Tuesday in the Coyhaique Guarantee Court for a case of fraud against the Treasury, I initiated a criminal investigation based on possible corruption cases that have emerged from investigative actions.»
«As has been publicly disclosed, the facts under investigation in this new case involve the alleged payment of money to a former public official in exchange for potential procedural actions or decisions,» added the prosecutor. According to the Prosecutor’s Office’s statement, «this new case has prompted actions aimed at investigating these allegations, which have special gravity. This investigation currently remains informal,» reported El Divisadero.
Additionally, an important administrative finding has emerged: the Electoral Service discovered over $11 million in unreported expenses from the senator’s 2025 legislative campaign, highlighted a publication from El Ciudadano.
The Servel’s resolution dated **April 9, 2026** approved Calisto’s electoral account with observations, revealing that his campaign declared revenues of $31,851,021 and expenditures of $31,851,336; however, the agency identified unreported expenses linked to various tax documents not included in the electoral accounting submitted.
The total amount of the unreported expenses reaches $11,084,309, associated with tax documents issued between August and November 2025 by various suppliers, reflecting services related to advertising, broadcasting, and production.
The resolution stated that the source of financing for these expenses was not substantiated, warranting the continued observation and referral of the findings to the Sanction Procedures Unit for the evaluation of possible actions to determine the origin of the expenditure, the effectiveness of the provision, and the eventual source of funding, according to the document accessed by El Ciudadano.
Among the aspects currently under judicial scrutiny are Cárcamo’s statements regarding an alleged payment of $14 million that Senator Calisto supposedly made to Palma, who was the head of the Aysén Prosecutor’s Office in 2022 when the initial investigation against the former DC member began.
According to La Tercera, Cárcamo stated that, in 2024, three advisors of the then deputy paid the $14 million in cash to former prosecutor Palma in hopes that he would shelve two judicial files. Calisto’s attorney, César Ramos, told La Tercera that «these events are absolutely false.» However, the legal scrutiny surrounding the parliamentarian is tightening.
