Amid a tense presidential runoff between Keiko Fujimori and Roberto Sánchez, the National Jury of Elections (JNE) and the National Office of Electoral Processes (ONPE) confirmed the detection of 90 pre-marked ballot papers across various polling stations. An official report released this Sunday indicated that authorities confiscated and invalidated the tampered ballots, replacing them with new ones. Additionally, two representatives from a political organization were arrested in Lima and are now under investigation by the prosecutor’s office to ensure transparency in the electoral process.
Reports of irregularities extended beyond the capital. Journalist Karla Ramírez shared a video on her X account from the Hernán Vidaurre Reina Farje Sports Complex in La Molina, where the polling president and voters reported finding marked ballots favoring Keiko Fujimori, as highlighted by Caretas.pe.
“The polling president and present voters reported discovering ballots marked in favor of Fuerza Popular,” Ramírez wrote, sharing graphical evidence. The Lima East Crime Prevention Prosecutor’s Office prepared a record of the incident, secured the evidence, and the ONPE promptly replaced the flagged materials.
More citizen complaints flooded social media. User Lucia Alvites alerted on X: “At Próceres de la Independencia in Jesús María, a representative of Fujimori attempted to replace JP representatives.” She accompanied her complaint with a photograph showing the alleged attempt to register irregularities.

Meanwhile, former congressman Renzo Reggiardo questioned on X the extent of the issue: “One minute left until more than 6,000 polling stations can’t be counted, meaning 1.5 million Peruvians won’t be able to vote… coincidence?”
According to communication from Infórmate Perú, the JNE and ONPE held a press conference to detail the incidents. Roberto Burneo, head of the JNE, reported that the 90 marked ballots were detected in Lima Oeste 1, with 50 of them already replaced with contingency materials. Burneo refrained from specifying the political organization of the arrested individuals “to maintain neutrality,” although journalistic sources and testimonies on social media point to Fujimorismo as the implicated party. “Any detected irregularity will be reported and sanctioned according to the law,” assured the heads of both organizations.
However, criticism regarding the delays in opening polling stations has also increased. User Fabrizio wrote on X: “It is incredible that more than 6,000 polling stations have not opened. Does the ONPE not compel voters to be poll workers?” Minutes later, he added: “According to the JNE, there have already been 15 similar incidents… the intent is clear: to invalidate the vote.”
Accounts like Global News 24 spread a contrary version of events, unjustifiably accusing representatives of Roberto Sánchez: “Representatives of Roberto Sánchez are invalidating electoral records where Keiko Fujimori wins with the assistance of JNE and ONPE staff.” However, evidence documented by the Prosecutor’s Office, the ONPE, and multiple citizen complaints indicate consistent patterns of irregularities consistent with attempts to tamper with the vote. The seized materials and withdrawn ballots are now subject to investigations.
At the time of this report, the ONPE continued replacing ballots in various districts, and the National Police maintained custody of the two detained representatives.
The JNE announced that a detailed account of all incidents would be released in the coming hours. With over 6,000 polling stations at risk of exclusion and complaints spanning from Lima to Áncash, the Peruvian electoral day faces its most critical examination of transparency, as both national and international observers call for a swift and exemplary investigation.
