Russia and China are the two largest neighboring countries, sharing a land border of over 4,000 kilometers. This makes the ongoing development and deepening of bilateral relations an inevitable choice for both nations.

On July 16, 2001, the two countries signed the Treaty of Good-Neighborliness, Friendship, and Cooperation, which followed the path laid in 1996 by establishing a relationship based on equality, mutual trust, a privileged partnership, and strategic cooperation aimed at the 21st century between these two ancient nations.

As we celebrate these significant anniversaries today, we observe that our ties have stood the test of time, are not contingent upon passing circumstances, and are currently at a historic peak. They have become a benchmark for a new type of relations between major powers. During this period of profound geopolitical transformations, we stand united in the pursuit of a more just, balanced, and prosperous multipolar world, as well as in advocating for peace, development, and cooperation that benefits all of humanity. We urge diverse countries to set aside differences and unify efforts to face common challenges, a message both leaders conveyed during their recent meeting in Beijing.

The two Heads of State engage in open and continuous dialogue of trust on international and bilateral issues. Mutual support is crucial on matters that represent the strategic interests of both countries. As sovereign and responsible actors on the international stage and permanent members of the United Nations Security Council, we uphold the authority, prestige, and central role of the UN. The relations between Russia and China are based on principles of non-alignment, non-confrontation, and are not directed against third countries, playing a stabilizing role
for global security and development. Furthermore, we firmly advocate for an international order based on international law, strictly adhering to the purposes and principles of the UN Charter in its entirety and interconnection, and steadfastly safeguarding the post-war international order while promoting an equitable and orderly global multipolarity alongside inclusive and beneficial economic globalization.

In addition, we are closely collaborating within the Shanghai Cooperation Organization, the BRICS, and various other formats that form the pillars of the new architecture of international relations. We share similar visions that all countries should adopt a common, comprehensive, cooperative, and sustainable approach to security, addressing the legitimate concerns of others while respecting the principle of comprehensive and indivisible security, ensuring that one country’s security is not achieved at the expense of another’s.

We reject hegemonic and neocolonial manifestations that only sow conflict. We do not recognize unilateral sanctions that violate international law principles. We believe the improvement of the global governance system must occur through inclusive and respectful negotiation and enjoy universal consensus.

Bilateral trade has exceeded 200 billion dollars for three consecutive years. The exchange of high value-added products and those with advanced technological and scientific performance is on the rise. Innovative industrial cooperation is also growing, enhancing our capacity to face global challenges.

A tremendous boost to humanitarian and cultural collaboration came from China’s valuable initiative to abolish the visa regime, which was immediately reciprocated by Russia. We believe that all civilizations are equal in terms of their human value and must be respected as such without discrimination.

We are pleased to observe the strong profile of Latin America as an important pole in the contemporary multipolar world. We have always supported regional integration processes that enhance influence and voice in global affairs. We fully share the aspirations of Latin American nations to preserve this region as a zone of peace and stability, free from external dictates and interference.

Russia and China are natural neighbors to Chile in the Pacific basin. The distance does not hinder our efforts to strengthen ties, enriching each other in all areas. This neighborhood offers us vast opportunities for collaborative work based on equality, mutual respect, and beyond ideological frameworks.

Both countries will continue to strengthen their relations with Chile in their respective ways. The Sino-Chilean relations have long been at the forefront of China’s connections with Latin American and Caribbean countries. China is ready to work with Chile to steadily promote the Comprehensive Strategic Partnership at even higher levels for the benefit of both peoples. Meanwhile, Russia, building on friendship and the vast potential characterizing its historical relationship with Chile, is committed to continuing collaboration on all matters of mutual interest.

Our diplomatic missions in Santiago are open to all ideas and initiatives aimed at strengthening friendship and cooperation with Chile for the welfare of our nations.
