The investigation into alleged tax fraud involving Senator Camila Flores (RN) has taken a new and sensitive turn following the declaration of Carlos Swett, president of the Association of Notaries and Conservators, as a suspect before the Valparaíso Regional Prosecutor’s Office.

The summon of the conservator from Concón relates to testimony from a former advisor to the senator, who claimed to have seen Swett deliver an envelope at her doorstep without entering the house. The Public Ministry aims to determine whether the envelope contained cash, which Swett reportedly denied during his appearance.

CIPER revealed that according to sources close to the investigation, the conservator acknowledged that he did visit Flores’ residence one morning in the second half of 2025 and gave her an envelope, but maintained that its contents were exclusively documents, refuting any claims of a financial transaction.

However, the declaration from former advisor Julio Lillo—who had previously provided bank records supporting allegations that the senator demanded part of his salary—did not provide concrete evidence regarding the contents of that envelope. In the absence of material proof, the prosecutor’s office has initiated various inquiries to clarify the matter, including the appearance of Swett and his lawyer, Juan Carlos Manríquez.

During the questioning, the Public Ministry also investigated the role that Swett and the association he leads played in the processing of the Notarial and Registry Reform Law, enacted in July 2025. At that time, the then-deputy Camila Flores was actively involved as a member of the Constitutional Commission of the Chamber and the Joint Commission.

The legislator, along with other officials, criticized that the project did not sufficiently weigh experience and merit in the appointment of new titular notaries. The then Minister of Justice, Jaime Gajardo, justified the official position, stating that reports from the National Economic Prosecutor’s Office indicated that, in practice, access to the position of titular notary was reserved for those who had previously served as substitutes, a requirement not formally established in the regulations.

Connection Between Flores and Swett

The connection between Flores and Swett dates back several years. According to sources close to the conservator, they have known each other since Swett served as a notary in Quilpué, which Flores has represented since her early days as a deputy. This background becomes significant amid a case that has already shaken the parliamentary environment.

In parallel, Senator Flores’ defense, led by criminal lawyer Samuel Donoso, has launched a legal offensive to question the legality of the search conducted on May 6 by the Carabineros’ OS9 in Flores’ Senate office and at her home in Viña del Mar. They filed a writ of protection to annul the search, as well as to demand the return of seized items and the deletion of all information obtained from devices.

The Valparaíso Court of Appeals deemed the request inadmissible on June 10, but the defense appealed to the Supreme Court, which on June 22 revoked the ruling and admitted the filing. As a result, the court requested a report from the Valparaíso Guarantee Court regarding the resolution that authorized the intrusive measure. This document, reviewed by CIPER, details that on April 29, access to the senator’s office and the ability to track call and data messages on her cell phone since March 2018, along with access to the phones of her secretary, Yolanda Olfos, and advisors Julio Lillo and Heidi Serrat was authorized.

The search request also included WhatsApp messages and portions of Lillo’s statement to the PDI on February 23, where he claimed that since 2019 he had monthly delivered part of his salary—amounts totaling $1.8 million—to Yolanda Olfos under the threat of losing his job. Additionally, the prosecutor’s office incorporated bank statements from the former advisor, which show the deposit of his salary and a withdrawal of $1.2 million made two days later.

Both Flores and her defense have refused to comment on the case, citing the confidentiality of the investigation. The Public Ministry has also declined to provide statements. Meanwhile, Carlos Swett and his lawyer have excused themselves from commenting to CIPER, referencing the strict confidentiality surrounding the proceedings.
