In recent months, Chile has experienced a profound shift in public perception regarding the functioning of the judicial system and power structures.

What was long seen as an impenetrable space —dominated by political, legal, and academic elites— is now increasingly being questioned.

A turning point, according to various observers, occurred when young figures burst onto the political scene, exposing networks of corruption that had previously seemed untouchable.

High-profile cases linked to influential legal operators set a precedent: the real possibility of investigating and potentially sanctioning those who had historically evaded justice.

However, critiques continue. While some sectors face exemplary sanctions, others remain under scrutiny for potential differential treatment, which fuels the perception of inequality before the law.

Medical Licenses and Disparate Criteria

The arrival of new authorities to oversight bodies, such as the General Comptroller’s Office, has reignited internal review processes, particularly concerning the use of medical licenses in the public sector.

Though sanctions have been applied to numerous officials, both experts and citizens warn of an uneven application of criteria: while some workers have been dismissed, others remain in their positions, depending on decisions made at municipal or institutional levels.

In this context, the role of the Comptroller’s Office has become particularly significant as a guarantor of integrity. Nevertheless, a debate has also emerged about the consistency between its oversight actions and the perceived access to its authorities.

According to public audience records, on July 24, 2025, at 12:00 PM, Comptroller Dorothy Pérez held a meeting with then-senator José García Ruminot and the mayor of Collipulli, Manuel Macaya. While such encounters are part of institutional operation, local actors have questioned why councilors from the same community, interested in presenting their evidence, did not have access to similar opportunities.

This disparity, regardless of its legality, feeds a sensitive perception: unequal access to control bodies.

The Focus on La Araucanía: Networks, Conflicts, and Connections

One of the most controversial cases unfolds in the town of Collipulli, located in the La Araucanía Region.

There, allegations from local authorities point to a complex web of relationships among lawyers, university faculty, and members of the judicial system. According to publicly disclosed information, several lawyers representing the mayor have ties with academic and professional associates who are members of regional courts.

This situation has raised questions about potential conflicts of interest, especially in cases where disqualifications have not been universally applied.

A particularly sensitive episode involves a case of bribery, forgery, or malicious use of public documents, and potential illicit association — RIT 52-2023, RUC 2300060840-8, linked to the falsification of driver’s licenses from the Municipality of Collipulli — in which the defendants’ attorneys share both professional and residential links, in addition to serving as university faculty and institutional advisors.

The process ultimately led to an alternative resolution through abbreviated proceedings, approved by the Regional Prosecutor’s Office. This action has faced public scrutiny due to the involvement of prosecutor Nelson Moreno and regional prosecutor Roberto Garrido, the latter currently a candidate to lead the Regional Prosecutor’s Office of Biobío.

Adding to this are concerns over the coinciding roles of relatives of municipal authorities and judicial system actors. Instances have been noted where relatives of significant officials have intervened in processes involving the same administration, increasing doubts about the transparency and impartiality of the proceedings.

Moreover, judicial decisions such as the exclusion of councilors as complainants in certain cases have been interpreted by some as signals of institutional closure, deepening public distrust.

A Stalled Case and Open Questions

Another element intensifying the debate is the procedural status of the case concerning the removal of the mayor of Collipulli.

As noted in the Regional Electoral Tribunal of La Araucanía, the case corresponds to Roll No. 35-2025. Concurrently, the request identified as Case 17256-26-INA, related to the same conflict, has reportedly seen no progress since July 2025 in constitutional proceedings, based on process records.

While the use of constitutional resources is part of due process, the prolongation of these proceedings has been interpreted by some as a potential delay, raising questions about the timelines of justice in cases of high public interest.

Against this backdrop, the central question focuses on the functioning of oversight bodies:

  • Will the Comptroller’s Office act with full independence and equitable access?
  • Will the Public Ministry intervene with the necessary depth and objectivity?
  • Will the Judicial Power respond to potential conflicts of interest?

Meanwhile, the role of local oversight authorities has gained relevance. Councilors and political actors have advanced complaints and requests for investigation, positioning themselves as a counterbalance to what they describe as a “structural web” of influences.

The Collipulli case has evolved into a symbol of a broader discussion: the coexistence of historical power networks and a citizenry demanding greater transparency.

For some, what is occurring today is evidence of an institutional crisis. For others, it represents the beginning of a cleansing process where, for the first time, traditionally shielded sectors are beginning to face scrutiny.

What is certain is that the outcome will not only impact the local community but may also set a precedent regarding the Chilean state’s ability to self-investigate.
