«We Will Still Go to the Constitutional Court»: Opposition Reactions to PPD’s Agreement with Quiroz on Tax Invariability in Mega-Reform

Following the announcement of an agreement between the PPD Senate group and Finance Minister Jorge Quiroz regarding the tax invariability included in the government’s mega-reform, opposition members quickly reacted, with many agreeing that the fate of Kast’s initiative will ultimately be decided by the Constitutional Court (TC).

«We will still go to the TC, against the super-rich reform and Quiroz’s cuts,» stated Frente Amplio deputy Gael Yeomans upon learning of the PPD-Quiroz agreement’s implications.

In the Senate, DC legislator Iván Flores remarked, «It seems that the Government has entered a free market now in politics and has either bought or sold something. We don’t know what price the PPD agreed to for succumbing to this government’s bidding attempt, but apparently, they found a price. I do not know what it is.»

«The fact that they reached a unilateral agreement leaves the opposition quite disorganized to confront what, out of conviction—not convenience or political stance—those of us in the opposition have been saying: that the project, not the reconstruction but the tax reform project, poses tremendous risks for Chile,» he added.

«The PPD sold out,» Senator Iván Flores concluded.

Frente Amplio senator Beatriz Sánchez expressed disappointment, stating, «It is unfortunate that the PPD reached an agreement with Minister Quiroz. This is a bad reform for Chile.»

Sánchez announced that this «does not stop the meeting scheduled for tomorrow, which we continue with as the opposition, because we have been discussing this for quite some time with constitutional lawyers as opposition parties. We will prepare the best proposal to take this initiative to the TC, as we see constitutional flaws in the project we will be voting on July 15th,» the legislator emphasized.

Echoing her sentiments, PS deputy Nelson Venegas stated: «After learning of the agreement between the PPD and the government on tax invariability, our stance remains unchanged. We are still convinced that this is a bad reform for Chile and contains constitutional flaws.»

«Therefore, we reaffirm our decision to go to the Constitutional Court, and we hope to gather support tomorrow to defend this position,» the socialist legislator proposed.

What Does the PPD-Quiroz Agreement Say?

Senators Ricardo Celis and Loreto Carvajal explained at a press conference in Valparaíso that the four PPD senators presented the government with a proposal to modify the tax invariability aspect included in the initiative, which was accepted 90% of the way.

«Essentially, the tax invariability will not be for 25 years but for 10 years, and in 10 years, the entry barrier will vary, reaching up to $100 million. There is a second point, which can be up to 15 years, and there the entry barrier is up to $350 million; and if it is for 25 years, the entry barrier must be $500 million, which was not in the government’s original project,» the legislators noted.
