Cuba has condemned the escalation of the blockade and accused the United States of initiating the «most intense, disproportionate, and dangerous offensive» in recent history of bilateral relations by including the Business Administration Group (GAE) in its latest sanctions.
The Executive Order 14404, enforced by the U.S. government since May 1, not only penalizes this entity but also extends its reach through secondary sanctions aimed at any foreign actors—particularly financial institutions—that conduct business with the GAE. For Havana, this marks a qualitative leap in Washington’s economic warfare that has been waged against Cuba for decades.
The Cuban government argues that this escalation is the result of a roadmap crafted by far-right ideologues based in Miami, who pride themselves on being «creative and unpredictable» in their obsession to discredit the Revolution, asserting through a statement that the goal is to isolate the country on all fronts: diplomatic, commercial, financial, and energy.
They stated, «They need to construct and consolidate a narrative of reputational discredit against all institutions that support our social project».
Beyond the economic stranglehold, the complaint warns that the administration of U.S. President Donald Trump seeks to «condition dialogue and evaluate options for military aggression».
Economic and Social Contributions of the GAE
In response to this attack, Cuban authorities have stepped forward to defend the nature and trajectory of the GAE, an organization established during the Special Period—the hardest years following the dissolution of the Soviet Union—with a clear purpose: to consolidate enterprises capable of generating foreign currency and resources to sustain the country’s social achievements.
They pointed out that contrary to being an “opaque or parallel structure to the state,” as its detractors insinuate, the GAE has been a structured and regulated response to historical encirclement. Its contributions are numerous: over 10,000 homes built across various provinces, a pioneers’ camp, vacation plans for children, sustaining the economy during the COVID-19 pandemic, investments in the Lidio Ramón Pérez thermoelectric station (Felton) in Holguín, and major hydraulic projects like the East-West and North-South transfers that benefit millions of Cubans.
Through this entity, funding has also been allocated for repairs in polyclinics, family doctor houses, and schools. All of this, the government emphasizes, is under the strict control of the relevant authorities.
In the statement reported by Granma newspaper, they recalled that Cuban President Miguel Díaz-Canel Bermúdez has noted that the business enhancement initially promoted within the Revolutionary Armed Forces—an experience later extended across the country—is “rigorously historic,” while General of the Army and historical leader of the Revolution, Raúl Castro Ruz, defined the GAE’s work as a constructive effort “without the slightest intent of protagonism, done as serious matters should be done.”
Today, as Cuba undergoes a process of changes outlined in its Economic and Social Program, the GAE remains an active part of the business transformation. Its work, though not always told with sufficient visibility, speaks for itself and rises, according to Havana’s denunciation, “above the state slander orchestrated from Washington.”
