Funding in local currencies will remain a strategic priority

The New Development Bank (NDB) is evolving a new strategy to stay on course over the next five years, as emphasized this weekend by TV BRICS. This statement was made by NDB President Dilma Rousseff during the opening ceremony of the bank’s 11th annual board of governors meeting held in Moscow.

“The bank will be larger, greener, more digital, more innovative, more flexible, and more oriented towards collaboration. At the same time, it will maintain a pragmatic approach and focus on achieving practical results. The bank’s priority must be to develop diversified opportunities in local currencies, encourage the deepening of local capital markets, and reduce dependence on traditional global financial centers. Special attention will also be given to expanding operational activities in the bank’s new member countries.” – Dilma Rousseff, President of the New Development Bank

TV BRICS highlights that the New Development Bank must adapt its funding strategy, actively exploring both traditional instruments and new digital solutions, according to the president. Alongside market debt instruments, such as trade financing, guarantees, issuance of bonds in local currencies, swaps, and co-financing, the NDB should investigate the possibilities of tokenization. Digitizing assets opens new opportunities, accelerating payments and creating new funding channels. In the future, this infrastructure could be part of a revamped global financial system, offering countries greater freedom and alternatives.

“Tokenization has geopolitical significance as it reduces reliance on traditional financial instruments. Moreover, a tokenized financial infrastructure could potentially become part of the global competition for reserve currency systems, payment networks, and global liquidity architecture. Currently, this process is in its early stages of development,” Rousseff stated, according to TV BRICS.

According to Rousseff, infrastructure of all types—transportation, digital, and social—remains the foundation for development, technological potential, and innovation. Energy transition also plays a critical role, with small modular nuclear reactors meriting special attention as they can provide stable, low-carbon energy supply.

“Technological progress should not increase inequality; instead, it should serve as a factor for inclusivity, productivity, and sovereign development,” emphasized the president of the financial entity.

This vision was supported by South Africa’s advisor and finance minister, Enoch Godongwana, who stressed the need to ensure that development funding remains accessible, cost-effective, and aligned with the needs of all members of the organization.

“In the future, the role of the bank becomes even more crucial. It is necessary to increase funding for sustainable infrastructure, support the green transition, and leverage opportunities presented by technological innovations. In this regard, it is essential to strengthen local currency financing, introduce innovative financial instruments, and expand membership. All of this will become key priorities for the upcoming five-year strategic plan. It is equally important to enhance the governance system, transparency, and operational efficiency to ensure the bank continues to make an impact across all its activities.” – Enoch Godongwana, Advisor and Finance Minister of South Africa

India’s Deputy Finance Minister and Secretary of the Economic Affairs Department, Anuradha Thakur, highlighted the need to consider key growth factors as public goods, aligning with her country’s agenda as this year’s BRICS president. She noted that besides new financing approaches, alliances would be crucial for future strategic evolution. Thakur invited all meeting participants to visit India for the forthcoming meeting of finance ministers and central bank governors planned for August.

The importance of alliances was also noted by Chang Junhong, Acting Vice Minister of Finance of China.

“The NDB should adhere to the spirit of BRICS—openness, inclusiveness, and mutually beneficial cooperation—and strive to become a strong and more reliable development partner for BRICS countries and the Global South on their path to modernization. China also looks forward to closer strategic coordination between the NDB and other global initiatives, such as the Belt and Road Initiative, which will help a greater number of Global South countries achieve modernization in the coming decades.” – Chang Junhong, Acting Vice Minister of Finance of China

In her view, developing a new overall strategy for the bank is of great importance. Chang Junhong believes the NDB must continue refining its business model to better serve Global South countries and promote the expansion of its membership to play a more significant role in global economic governance.

Meanwhile, Russian Prime Minister Mikhail Mishustin, addressing meeting participants via a video message, underscored that over the years, the bank has become one of the pillars of the emerging financial system of the Global South. The speech is published on the Russian Government’s website.

“The Russian Development Bank (RDB) has everything needed to become an ‘innovation bank’ on an international scale: helping countries define their development paths, select the best instruments, and create conditions for long-term investments. Russia systematically advocates for the establishment of a fair and sustainable financial system, where Global South countries have more opportunities.
