The leader of FENAMINSA accuses Kast’s administration of hindering data interoperability and hiring retired officials.

The institutional crisis within the new Ministry of Security was revealed following the resignation of key engineers and the departure of Minister Steiner. Cristián Inzunza, leader of the National Federation of the Ministry of the Interior and Security (FENAMINSA), disclosed in the program Common Sense! from El Ciudadano that the administration dismantled essential technical units and appointed retired uniformed officers to high civilian positions, contradicting its official stance of reducing state spending.

Inzunza, with over 20 years of experience in the Subsecretariat for Crime Prevention, explained that the administration’s main error was ignoring Law 21.730. According to the representative of the officials, this legislation took 18 years of parliamentary discussion to become a state policy, yet the authorities attempted to impose government plans without respecting the current regulatory framework.

Inzunza warned that the authorities dismantled the technical work aimed at ensuring data interoperability through the National Security System. This led to the breakdown of a very small and specialized office coordinating inter-institutional efforts, completely halting progress following the dismissal of the professionals who were designing these information tools.

«The minister decided first to remove the engineers who were working on the design and development of that system. This caused the head of that unit, Fabián Hill, to decide to resign after his team was let go,» Inzunza elaborated regarding the technical dismantlement of the department.

He also pointed out a significant contradiction on the part of José Kast’s government due to campaign promises to eliminate the so-called ‘excesses of the State’, revealing that the ministry has been filled with retired armed forces and police officers who now receive substantial double salaries from public funds.

In this context, Inzunza denounced that “they come with their pensions as retired officers, which amount to around 3.5 million pesos for lifetime pensions. We have these types of officials installed in leadership positions, where a division chief earns between 7 to 8 million,” adding that “if I add up the number of resources, it even exceeds the president’s salary,” he stated on the program.

Lawyer Mauricio Daza, who previously spoke with the director of El Ciudadano, Javier Pineda, in the same episode, supported the critical stance, stating that “Steiner’s management was a disaster; it is truly shameful what happened there. A person who showed no competence to hold such an important position as Minister of Public Security in a context where this is a relevant issue for citizens,” thus backing the leader.

Finally, the interviewee pointed out that this influx of retired officers undermines the principle of civil command over police forces established by law. With the arrival of the new minister, Martínez Arrau, Cristián Inzunza warned that the public must remain alert to demand a strict adherence to the current regulations and return the control of security to qualified technical teams.
