Ana María Gazmuri, a representative from Acción Humanista, has submitted a series of requests to the Ministry of Public Security, the Ministry of the Interior, Carabineros de Chile, the National Institute of Human Rights, and the Children’s Defense Office. These requests aim to clarify serious allegations of human rights violations recorded during the recent student protests held on June 3.
The legislator requested details on the measures taken by authorities after human rights observation organizations and civil society groups reported on police procedures that allegedly involved excessive use of force during the event, affecting high school students, university attendees, and other participants in the protest.
Among the reported incidents, the parliamentarian expressed particular concern for a law student from the University of Chile and a human rights observer, who suffered multiple injuries and fractures due to a police action during the protest, necessitating surgical intervention.
Additionally, the letters seek information regarding the use of chemical agents and public order control procedures that may have involved the deployment of dogs in areas where protesters were present, including children and adolescents.
«In a democracy, the right to assembly, freedom of expression, and peaceful protest must be fully protected by the State,» reminded Representative Gazmuri.
The parliamentarian added that, «When there are allegations of possible human rights violations, especially involving young individuals and minors, it is essential for institutions to act transparently, to clarify the facts as swiftly as possible, and, of course, to implement measures to prevent recurrence.»
For this reason, Gazmuri explained that her requests seek to understand the number of individuals detained and injured during the protest, the protocols followed by police, the measures taken to ensure respect for fundamental rights, and any investigations or follow-up actions initiated in response to the reported events.
«It is vital that authorities provide clear and complete information regarding these procedures. Unconditional respect for human rights must be present in all state actions, particularly in contexts of social protest and in the protection of children and adolescents,» the humanist legislator added.
National Institute of Human Rights and Children’s Defense Office
Furthermore, Representative Gazmuri requested that the National Institute of Human Rights and the Children’s Defense Office inform her whether they have received complaints related to these events, if they deployed observers during the protest, and what protective, supportive, or follow-up actions they are undertaking regarding the affected individuals.
«Clarifying the reported facts constitutes a democratic obligation and an essential condition to strengthen fundamental guarantees, prevent possible violations, and ensure that the legitimate exercise of the rights of assembly, expression, and peaceful protest can occur with full respect for national and international human rights standards,» concluded the parliamentarian.
