Senator Fabiola Campillai (IND) has announced the introduction of a bill aimed at reinforcing the existing Free Market Law (Law No. 21,815).
The information was revealed following a working meeting with leaders from the country’s major vendors’ organizations.
As the legislator explained, the initiative aims to address gaps left in the current legislation following the Constitutional Court’s ruling which struck down Articles 35 and 36, which regulated the dialogue and coordination between free markets and municipalities.
«There are currently around 1,455 free markets across the country, providing jobs for hundreds of thousands of people (440,000 jobs in all of Chile) who support their families,» recalled Senator Campillai.
The parliamentarian explained that «as you may know, a while ago the Free Market Law was passed by this National Congress. However, the workers themselves, represented here today, have pointed out that there are aspects of the current legislation that do not consider, for example, the ability to dialogue and coordinate between free markets and municipalities.»
«Therefore, after an extensive prior working meeting, I am pleased to announce that in collaboration with the vendors, I will present a bill aimed at addressing the gaps left by the current regulation and strengthening the free markets,» Campillai stated.
Carla Muñoz, president of the National Federation of Free Markets of Chile, emphasized the senator’s support, saying, «for helping us and advancing the reinstatement of the missing articles in the legal framework for free markets.»
«For all the women in Chile, we are a point of pride as market vendors. We rise at 3 in the morning with dignity, taking care of our families and homes, as mothers, workers, and women,» the leader asserted.
In turn, Froilán Flores, vice president of the National Confederation of Free Markets (ASOF), detailed the initiative’s technical scope: «Reinstating the two articles, 35 and 36, which provide us with the tools to have a better relationship with local authorities. These two articles, which were vetoed by the Constitutional Court, are essential for establishing direct communication with current mayors and also for strengthening and providing better service to the community.»
Similarly, Arnaldo Romero, president of the National Federation of Free, Persa, and Related Unions (Fetracom), put the announcement in a historical context.
«We call on all senators and deputies to legislate properly. We spent over 25 years trying to secure a free market law. In 200 years, the state of Chile has not recognized free markets. Now we have a law that was enacted with two fewer articles,» Romero stated.
«We urge senators and deputies to create the appropriate conditions for these two articles to be reinstated so that we can finally receive recognition as is appropriate from the State of Chile,» the leader added.
